The Municipality of Lakeshore has appointed Norbert Wolf as its new executive director of human resources, effective Feb. 17, 2026.

 

Wolf brings more than two decades of senior HR leadership experience to the role and will join the municipality’s leadership team after serving most recently as employee relations manager with the City of Windsor. In that position, he provided strategic guidance on labour relations, governance and organizational risk management.

 

“On behalf of council, I am pleased to welcome Norbert to Team Lakeshore,” said Lakeshore mayor Tracey Bailey. “He brings a strong understanding of public service and a people‑focused approach that aligns well with our organization and our communities.”

 

Bailey said Wolf’s experience and perspective will make him a valuable addition to the municipality’s senior leadership group.

 

Wolf’s career spans municipal, manufacturing and corporate sectors, including executive HR leadership roles with Saputo Dairy Products Canada, Kellogg’s Canada, Purolator and Alpine Building Maintenance. Throughout his career, he has led both unionized and non‑unionized workforces, strengthened succession planning initiatives, advanced workplace health and safety programs, and positioned human resources as a strategic partner within organizations.

 

In his new role, Wolf will oversee human resources for the Municipality of Lakeshore, with a mandate to foster an inclusive, engaged and high‑performing workforce. The position is considered essential to supporting the municipality’s strategic goals and ensuring the delivery of high‑quality public service to residents.

 

“I am excited to be joining Lakeshore and working with the team there,” Wolf said. “I’m looking forward to building the relationships needed to tackle the challenges ahead, while fostering a culture of excellence in service to the public and residents of Lakeshore.”

 

Wolf will begin his duties in mid‑February.
